November 15 Town Vote for the Redevelopment of Southwood Hospital

Norfolk, Massachusetts, October 31st, 2016 -??Real Estate Developer, George Vallone of the Hoboken Brownstone Company would like to announce a very important item coming up for town vote. This vote is to approve a bylaw to create a special zoning overlay district that will allow for the redevelopment of the 100 acre Southwood Hospital property located at 111 Dedham Street, (aka Route 1a).????

This rezoning will allow the site to be redeveloped in accordance with the conceptual plan unanimously approved by the NORFOLK ZONING ADVISORY COMMITTEE. This committee, which has been working with the developer since June 2014, consists of citizen volunteers, political leaders, and employees of the town involved in real estate development, planning, approvals, and permitting.

George Vallone urges you to show your support for the redevelopment of this 100 acre property, which has been vacant since 2003, by attending this important meeting at 7:00PM on November 15th, 2016 at the King Phillip Regional Middle School; 18 King Street, Norfolk, and voting yes on the redevelopment of Southwood Hospital.

The redevelopment of Southwood Hospital will consist of:

  • 220 units of single family, age restricted townhomes including a health club and meeting rooms
  • 180 unit age restricted independent living and assisted living apartments which will consist of a minimum of 120 Independent Living Units (25% = 30 units will be rented at affordability rates so that all 120 units qualify as affordable housing units)
  • 60 Assisted Living Units which may include 30 memory care and 30 hospice care units
  • 150 unit high end luxury rental apartments that will consist of 75 one bedroom rentals and 75 two bedroom rentals. These rental apartments will also meet the affordability guideline (i.e.- 25% = 38 units rented at affordability rates) so that all 150 units qualify as affordable housing units
  • 16,000 sq. ft. of retail space and 16,000 sq. ft. of office space
  • 40 of the 100 acres will be set aside as a conservation area for wetlands protection

The approval of the bylaw would provide a number of benefits for the town of Norfolk:

  • The demolition of the derelict former hospital building
  • The environmental remediation of hazardous waste located inside and under the hospital building and in the landfill area. These contaminated locations will be remediated by the developer prior to construction and issuance of a building permit and the developer will of course comply with all Massachusetts DEP requirements
  • 270 units of affordable housing which will fulfill Norfolk???s 40 B obligations completely.
  • The developer has agreed to donate $3,000,000 (up $1.5M for a new municipal water well and up to $1.5M for water treatment to mitigate the impact of Norfolk providing water to the site
  • The developer will construct an on-site storm-water and a waste-water treatment facility to accommodate the proposed development???s storm and wastewater disposal needs.
  • To mitigate the public safety impact on the Town of Norfolk, the developer has agreed to donate, an additional $800,000 for the purchase of a new ambulance and for related police and fire salaries and benefits for a total of $3,800,000 donated to the town.
